On the Fraser Valley floor, the seasonal water table can rise to within centimetres of the surface in winter, and a drain field only treats sewage properly when there is enough unsaturated soil beneath it. That is why valley-floor septic systems struggle from November to March, why BC requires vertical separation between field and groundwater, and why wet-site systems cost more to build. Why does a high water table cause septic problems?
Because soil can only treat effluent while it is unsaturated. A drain field works by letting effluent trickle down through air-filled soil pores, where bacteria remove pathogens before the water reaches groundwater. When the water table rises into or near the trenches, two things go wrong at once:
- Treatment stops. Effluent enters groundwater with little or no soil contact, which is exactly the contamination risk BC’s septic rules exist to prevent, particularly where neighbouring properties draw drinking water from wells.
- Hydraulics reverse. The field is supposed to shed water into soil. Saturated soil sheds water back into the field, and household wastewater has nowhere to go. The result is the classic valley-floor winter pattern: slow drains and gurgling in January that mysteriously clear up in May.

Where in the Fraser Valley is this a real issue?
The Fraser Valley is a floodplain landscape, and the low-lying agricultural land that makes the region productive also holds its groundwater near the surface for much of the wet season:
- Sumas Prairie and Matsqui Prairie (Abbotsford): former lake bed and floodplain, with ditch and pump drainage keeping fields workable
- Hatzic and Dewdney flats (Mission): low land along the Fraser and Hatzic Lake
- Glen Valley and parts of Fort Langley (Langley): river-adjacent lowlands
- Greendale, Yarrow and the Sumas River lands (Chilliwack): low prairie between mountain fringes
- Agassiz and the Harrison lowlands: river floodplain
The November 2021 atmospheric river, which flooded Sumas Prairie for weeks, was an extreme demonstration of how much water this landscape can hold. Owners on benchland and hillside lots (Ryder Lake, Steelhead, Bradner, Mount Lehman) generally face different constraints, such as shallow soil over rock, rather than groundwater.
None of this means valley-floor septic cannot work. It means the design margins are thinner, and the owner’s habits matter more.
What do BC’s rules require on high water table sites?
BC’s Sewerage System Regulation requires systems to be planned and installed by an Authorized Person (a ROWP or professional engineer) following the province’s standard practice, and filed with Fraser Health before construction. For wet sites, the parts that matter most:
- Site and soil assessment. The design process starts with test holes that identify soil type and evidence of the seasonal high water table.
- Vertical separation. BC’s Standard Practice Manual, published through the province’s onsite sewage pages, sets minimum unsaturated depths between the bottom of the field and the seasonal high water table. Where native ground cannot provide that depth, the design must create it.
- Escalating system types. That is why wet lots so often carry raised sand mounds, pressure distribution, or Type 2/3 treatment systems: higher treatment before dispersal compensates for the site’s thin natural margin. Better treatment and engineered fill cost more, which is a large part of why quotes on valley-floor lots exceed those on well-drained benchland (see our drain field guide for the cost picture).

How can valley-floor owners protect their system?
You cannot lower the water table, but you can control everything else:

The single most important line in that table is drainage separation. On flat land, we regularly find downspouts or yard drains quietly delivering stormwater onto or beside drain fields, effectively doubling the water the field must shed in the months it can least afford it.
What are the options when a valley-floor system reaches its limit?
When winter symptoms escalate to backups or surfacing effluent, an assessment (start with our septic inspection service) determines which tier of response fits:
- Restore capacity: pump-out, filter and baffle service, water discipline, drainage corrections. Cheap, and often enough for a system with life left.
- Repair distribution: fix crushed lines, re-level the distribution box, add risers and alarms so the system can be monitored. See our septic repair page.

The filed record for a post-2005 system includes soil observations from the site assessment, which is the best document. My septic only acts up in winter. Is that normal on the valley floor?

What is a sand mound and why do wet lots need them?

Was septic damage from the 2021 flood covered by anyone?
Assistance programs after the November 2021 flooding varied by property and circumstance, and standard insurance often excludes overland flood or gradual damage. We cannot say what applies to any individual property. What we can say: after any inundation of the field, an assessment before resuming heavy water use protects the system.
Can I raise or rebuild my drain field myself to beat the water table?
No. In BC, constructing, altering or repairing a sewerage system is restricted to Authorized Persons (ROWPs or professional engineers), and mound systems in particular are engineered structures with filing requirements. DIY field work risks the system, the groundwater, and trouble with the health authority.
